우리도 국가미래예측기구가 필요하다, 영국의 성공사례들

영국 국가미래전략실 연구프로젝트 및 성과와 업무들

(PM's Strategy Unit, research projects)

미래전략실은 히스정부에 의해 1971년 중앙 정책 전략실 (Central Policy Review Staff)로 탄생되어 영국 중앙정부의 전략적 기관의 역할을 시작하였다. 총리나 장관급 인사들이 직면한 문제들의 대안을 마련할 때 미래예측을 통해 중앙정부의 전반적인 전략을 만들기 위해 설립되었다. 1980년대 총리실산하의 미래전략 기능이 마가렛 대처정권시절에 효율성전략실 (the Efficiency Unit)로 개편되었다.

총리실 산하 미래전략실(The Strategy Unit)은 2002년에 완성되어 정식으로 설립되어 한때는 100여명이 근무를 하였다. 이때 이미 존재하던 두 개의 기구를 통폐합한 것인데 하나는 기능향상 혁신실 (the Performance and Innovation Unit:PIU)과 총리실의 미래전략실(the Forward Strategy Unit:FSU)이 합쳐진 것이다.

미래전략실의 목표는 영국이 직면하고 있는 주요 전략적 기회와 도전에 영국정부 각 부처의 소통을 통해 미래예측을 통한 통합적인 전략을 만들고, 그 전략을 효과적으로 개발하고 각 부처나 기관 기구들이 미래전략적 능력을 갖추도록 업무를 관리하고 관장하며, 총리및 장차관들에게 미래전략적인 조언과 지원을 제공하는 일이다. 미래전략실은 총리실에 지반을 두지만 정부 각 부처에 실 국장을 위원회 위원으로 두고 이 미래전략이 각 부처단위로 전달이 되고 실행을 할 수 있도록 지원하며, 최종 의사결정을 하는 총리에게 미래예측을 통한 전략을 보고하도록 하였다.

1. 최근 진행해온 가장 중요한 프로젝트들

공공서비스 개혁과 경제의 미래전략 : 2가지 핵심 주제, 7개 프로젝트

• 고용 - 경기침체 속에서 고용을 높이는 일자리 창출을 위한 백서발간 작업과 연금개혁, 국민들의 부 창출과 신성장동력발굴로 일자리 만들기 프로젝트

• 출산율 높이기와 고령인구 대비책 - 21세기의 저출산과 고령화에 관한 국가 비전을 개발하기 위해 보건부와 아동, 학교교육, 가사분담등을 정부각 부처와 협력하는 프로젝트

• 예방의학으로 가는 국가보건서비스(NHS) 전략 - 모든 전략은 예방의학과 치료개발에 초점을 두고 각 부처와 협력을 통한 영국민의 의료보건서비스 질 강화 프로젝트

• 경찰 개혁 - 경찰서비스 혁신과 책임감을 높이고 효율성과 생산성을 강화하는 백서발간을 내무부(HO)와 함께 협력하는 프로젝트

• 청소년보호 - 청소년들의 문제와 성인으로 넘어가는 과도기의 청소년들의 변화에 관한 경험을 보고하고 청소년 정책을 재정비하며 정책이 미치는 영향을 파악하고, 청소년들이 돈에 대한 가치를 경험하게 하는 프로젝트로 공공부문에서 돈의 가치를 이해하는 프로그램개발을 독려한다.

• 외교 정책개혁 - 영국의 '소프트 파워' 즉 인력자원개발을 통해 외교력을 높이며 현존하는 외교 라인들의 인적자원을 가장 효율적으로 배치하는 전략 프로젝트

• 사회 빈곤퇴치 - 영국내의 빈곤층의 삶의 질을 향상시키기 위해 프로그램을 개발하고 빈곤층의 고충을 개선하기위해서 공공자원을 가장 효율적으로 사용하며, 빈곤층이 받을 수 있는 지원 옵션을 다양화하고 새로운 과제를 개발하는 프로젝트이다. 사회적 빈곤의 성격과 범위의 분석. 사회적 불평등을 해소하는 태스크포스를 만드는 공동 프로젝트

2. 성과와 업적들

미래전략실은 2002년부터 120개 보고서를 출판, 국내 및 외교정책 등 전 방위에 걸쳐 미래전략을 포함한 정책을 개발, 시행하고 있다. 이 미래전략실의 전략들이 각 부처에서 이미 피부에 와 닿는다는 피드백을 받고 있다. 성과가 높은 프로젝트들은 아래와 같다.

• 주요 공공서비스에 선택과 집중을 통해 지속가능한 정부의 전략적 공공서비스 개혁 의제를 다루는 프로젝트

• 아동지원센터 기관의 폐지로 이끈 개혁을 선도하는 등의 아동복지 개혁 실적이 저조한 기관을 아동지원센타운영기관에서 제외시키는 프로젝트

• 교육개혁에서 핵심 교육전략 백서를 발간하고 정부 부처와 긴밀하게 협력하여 교육현장의 치안 및 학생들의 건강증진을 위한 프로젝트

• 2003, 2005, 2008년 주요 전략부서 감사 백사 출판, 특히 정치적으로 분만이 많았던 부처들의 감사결과를 투명하게 공개하고 미래에 다가오는 기회와 도전에서 성장 동력으로 선택 가능한 분야의 중장기 미래 도전과 기회를 글로벌 미래예측을 통해 각국의 성과를 벤치마킹 및 선택하여 영국정부의 효율성을 높이는 프로젝트

• 미래전략 서바이벌 가이드로 영국부처, 부서 및 기타 기구 기관의 미래정책에 초점을 맞춘 조직개편은 이미 이 가이드가 성경처럼 읽히는 수준으로 성과를 이룬 프로젝트, 또 효율적인 미래전략프로젝트 수행을 위한 가이드라인 출판 완성

3. 미래전략실의 업무

전략 단위의 작업은 프로젝트 기반으로 한다. 현재와 미래를 혼합하면 현재의 불을 끄기 위해 미래는 자꾸 미뤄지기 때문에 현재를 연구하여 미래전략을 짜기 위해서 현재 위기관리 등을 하지 않는 것을 원칙으로 한다. 하지만 미래에 다가올 위기를 관리하고 수비보다는 공격을 통한 미래전략을 통해 다가오는 위기도전을 함께 해결하는 전략이다.

• 총리에 대한 기밀 보고서 및 조언, 현재 사회 경제 등 분석 보고

• 각 부처와의 네트워크 협업, 각 부처의 실장등과 핫라인 개설, 수시로 회의및 전략 공유

• 미래전략실 주도 미래전략을 공개적으로 발표하는 행사. 미래전략을 국민에게 알리는 행사는 미래전략실이 대부분 주도한 프로젝트를 중심으로 하고 이를 출판까지 진행한다. 출판된 보고서의 일부 프로젝트 결과에는 각 부처의 향후 정책에 대한 조언이 포함되며 일부 보고서는 현 정부 정책의 방향과 다를 수도 있으며 개혁을 촉구하는 총리 장차관에게 미래전략을 조언하는 부분도 포함된다.

미래전략실 프로젝트는 대부분 일반적으로 3~4개월이 걸려서 보고서를 출판하는 형식이 많다. 미래전략작업은 일반적으로 미래학자 미래예측전문가, 각 분야의 최고 전문가들이 위원회를 만들어서 2-4명의 미래전략실의 직원과 팀을 만들어 진행된다.

4. 미래전략실 업무의 특징

• 미래예측(foresight에 초점 - 미래전략실은 긴급한 현실에 대한 조언이나 정책을 개발하기 보다는 장기적인 미래예측을 통한 미래에 다가오는 위기나 혁신이 필요한 분야의 개선안을 다루는 프로젝트이며, 이를 정책으로 입안시키고 난 뒤는 그 효과나 실패에 대한 책임감까지 지는 형태이다.

• 현 상황 분석과 전략(analysis)에 초점 - 미래예측 분석 및 증거에 중점을 두며, 문제가 대두되기 전에 예방할 수 있는 대안과 해결책을 개발하는데 중점을 두는 형태이다.

• 창의성(creativity)에 초점 - 창의적 사고를 가장 중요시하며 현존하는 관점이 아닌 완전히 다른 사고로서의 접근도 생각해보는 신선한 관점 찾기에 중요성을 두며, 현재 가장 다루기 힘든 공공정책, 위급한 문제에 대한 미래의 대안을 제시하는 형태이다.

• 부처 벽 허물기에 초점(cross-departmentalism) - 아무리 좋은 미래전략이라고 각 부처에서 사장되면 소용이 없기 때문에 각 부처와 공무원들 간의 긴밀하게 협력하는 사업정책 만들기를 중요시하는 형태이다.

미래전략실의 성공여부는 인재발굴과 채용의 폭과 유연성이다. 화이트 홀 즉 정부청사에서 공공기관 분야 경험자와 민간분야 전문가들을 반드시 섞어서 채용한다. 또 각 정부조직으로부터 차출된 정부 공무원들도 배치가 되며 이때 공무원들은 자신의 부처로 돌아가기 전 몇 년간의 계약을 통해서 뽑는다. 공공 및 민간부문 직원의 균형을 잡기위해 최선을 다하고 민간부문에서 최고의 미래예측 싱크 탱크와 NGO의 전문가를 채용하며, 각 프로젝트마다 균형 잡힌 인원배치를 가장 중요시한다. 프로젝트가 결정되면 프로젝트 팀에서 직원을 모집한다.

5. 성공사례들

• 미래전략실 없이는 도저히 생각할 수 없거나 정책입안을 할 수 없는 주제들에 대한 특별 정책제안을 백서에 담아 출판하여 성공한 사례가 많다.

• 장기적인 정책입안을 할 때 고품질, 고 효율성과 국가 국민들에게 최대 영향력을 줄 수 있는 각 분야의 주요 담당자나 전문가들의 의견을 중요시한다. 이러한 장기적인 전략은 세월이 지나서 그 성과가 측정되는데 이미 호응이 좋은 사례들이 많다.

• 미래전략실에서 뽑은 이슈들의 현황과 현재의 대안이 아닌 새로운 시각의 대안을 내는데 협력을 하는 민간인들이 많아졌다.

• 중앙정부의 미래전략적 능력을 함양하는데 크게 영향을 미친 사례가 많다.

• 미래전략실의 정책으로 경제적, 사회적 성과와 긍정적인 영향을 미친 사례가 많다. 특히

“미래국가운영(Governing the Future)" 2007년 6월 26일 발간한 백서는 공무원들과 인간의 필독서가 되고 있다.

• Skills for growth: the national skills strategy, support to BIS in developing the new skills strategy, setting out the strategy for a system that provides higher level of vocational technical experience, with special emphasis on the expansion of apprenticeships, more emphasis on strategic skill needs in key sectors and more responsiveness to learners and employers needs.

• An analysis of urban transport reviews the challenges and opportunities for transport in urban areas. It finds that the impact of transport on the people that live and work in cities goes beyond the benefits of mobility and the economic consequences of congestion.
